Possibly a chaff cutter? Most of those have a big wheel with mounted blades, but it could be a variant.

Dear Friends

 

A member of the public has asked for help identifying this object, left in a farm shed when the property was sold in excess of fifty years ago. It has a pedal powered blade that chops at a relatively high frequency. The best guess we’ve been able to offer thus far is that it was used to chop vegetables for animal feed (e.g. carrots) but I was hoping there would be some amongst you who have a better informed idea!
