                      As  a designer and manufacturer of heavy transport trailers we find it very frustrating  that all states and local councils  are not running to the same rules. This causes a lot of frustration and adds a lot of costs to us all, so hence a suggestion you  get everyone on the same page.

Dear Members of IFRTT.



My name is Drew Gaynor.

I have been given the International Forum for Road Transport Technology (IFRTT) group email by Mr Les Bruzsa - Australian Board member of IFRTT.

 

I am part of a consultancy (Level 5 Design) undertaking an Austroads research report into how State and Local Governments in Australia undertake assessments for large vehicles requiring a permit to travel on routes in Australia and New Zealand. 

Permits are issued for Heavy Vehicles, PBS vehicles and Over Size Over Mass loads.

 

By way of background, Austroads is an organisation representing all states and territories in Australia as well as New Zealand and undertakes research on behalf of the various Australian and New Zealand  road agencies and other nationally focused agencies such as the Australian National Heavy Vehicle Regulator.

 

In Australia, State and Local Governments (LG) assess these applications. However, under the National Heavy Vehicle Law, States and LGs aim to be as consistent as possible taking into account local conditions.

 

This research report aims to deliver a report describing the existing tools used by road managers to make road freight access decisions, providing a gap analysis between these tools, and presenting guidelines to assist road managers (including LGs) in using these tools going forward.

 

Part of this research report is to investigate international circumstances. As a member of IFRTT, we are very keen if you could provide any information - particularly of you are a state/provincial road agency on how your agency carries out assessments. 

 

Level 5 Design does not require detailed assessment procedures, rather an overview of how assessments are determined including considerations such as suitability of the road, impacts on bridges and structures and amenity impacts.
