Dear Anita

Thanks for your quick response. I am posting this on-list because of its interest and importance to the community.

The update on the changed membership and the links provided are useful.

1) What does MeCCSA propose to do differently this time and how is the exec board interpreting the policy you cited from the REF docs for the subject area?

2) How does it propose to encourage more BAME members to apply and therefore address the diversity gap?

Best
Dr Anita Howarth

Subject: Fw: [BULK] Sub-panel 34 Membership call: Communication, Cultural and Media Studies

Dear Anita

I'd appreciate some clarification in response to your call for nominations for further members and assessors to the REF panel for media.

1) Is the executive board the same panel as decided on the first set of nominations?

No, because we underwent an election last month. The new Executive membership is listed below and the website is being updated:

Wing-Fai Leung Anita Biressi Karen Boyle Cindy Carter John Downey Gillian Doyle Peter Golding Agnes Gulyas Lawrie Hallett Ben Harbisher Graham Meikle Elizabeth Poole Robert Porter Karen Ross Caroline Ruddell Ruth Sanz Sabido Einar Thorsen Milly Williamson

2) Who on the exec board is also on the REF panel and how will any conflict of interests arising from the determination of further nominations be addressed?

Two members of the board are on the REF panel - Karen Ross and Karen Boyle. We anticipated this issue and so they have sought advice already on any conflict of interest from REF and we will be following good practice as advised.

3) Given that the board is overwhelmingly white and its nomination process last time delivered an entirely white REF panel, what provision will be made this time for equality and diversity considerations in the nominating process?

You may already be aware that the sub panel is seeking expertise in areas including race and postcolonial studies . Details here:https://www.ref.ac.uk/panels/nominating-panel-members/. . In terms of considerations during the review: we are required as a body to abide by the equality and diversity commitment of the REF.ac.uk ; this includes ensuring that an equality and diversity template is completed by nominating bodies making nominations in this round. In addition to looking at nominations for their expertise fit we will be following this remit as set out here : https://www.ref.ac.uk/panels/nominating-panel-members/

"The funding bodies are seeking nominations of candidates from a diverse range of backgrounds, institution types and geographical region. We particularly welcome nominations of candidates from under-represented groups, including people from black and minority ethnic backgrounds. We recognise that diversity of perspective and experience contributes fundamental insight and value to the work of the REF panels, and that this insight and value comes not only from academic achievement but also from other aspects of panel members’ lives." Centrally, REF also notes of its own processes " We have introduced several measures to the recruitment process for panel members, which are aimed at increasing the representativeness of the REF panel membership. This reflects the funding bodies’ wider commitment to supporting equality and diversity in research careers."

4) What proportion of the applications you received last time were from BAME candidates?

I wasn't chairing at the time but my recollection was that fewer than 5 % of people who put themselves forward identified as BAME i.e two people.

I am not intending to put my name forward for nomination however as a member of MeCCSA I am very concerned about due process and the lack of diversity in the last round. I'm posting these questions on list because the answers are likely to be of interest to others and the nomination process should be driven by a community agenda with transparency and accountability.

I look forward to your response.

Best
Dr Anita Howarth

Dear Colleagues,

The four UK higher education funding bodies are seeking nominations for further members and assessors to join the REF sub-panels. Nominations are invited from any association or organisation with an interest in the conduct, quality, funding or use of research (except individual UK HEIs, groups within or subsidiaries of individual HEIs, and HE mission groups).

MeCCSA is an accredited ‘nominating body’. If you consider that you fit the criteria specified in the call, please send me all the required details by no later than 6pm on Monday 23rd March to enable the MeCCSA Executive Committee to consider nominations and submit any for consideration by the funding bodies before their deadline.

Please use the REF February 2020 Nominations form [word version of the template at https://www.ref.ac.uk/panels/nominating-panel-members/ ] to summarise your details.

You may read the news item here: https://www.ref.ac.uk/news/nominations-invited-for-further-ref-panel-appointments/

Indications of the areas of expertise sought for Sub Panel 34 may be found here: https://www.ref.ac.uk/media/1295/sub-panel-expertise-requirements.pdf

If you have any specific questions about this process please feel free to contact me off-list.

 With Best Wishes, Anita

MeCCSA is the subject association for the field of media, communication and cultural studies in UK Higher Education.

This mailing list is a free service and is not restricted to members. It is an unmoderated list and content reflect the views of those who post to the list and not of MeCCSA as an organisation.

MeCCSA recommends that the list be used only for posting of information (for example about events, publications, conferences, lectures) of interest to members or to promote discussion of current issues of wide general interest in the field. Posts to the MeCCSA mailing list are public, indexed by Google, and can be accessed from the JISCMail website (http://www.jiscmail.ac.uk/lists/meccsa.html).

Any messages posted to the list are subject to the JISCMail acceptable use policy, which states that users should avoid “engaging in unreasonable behaviour, or disrupting the general flow of discussion on a list.”
