Thanks for your response, Katie.  Would anyone be interested in joining a small group to virtually discuss some Lis-Bibliometrics feedback to Wellcome Trust's proposal that we could then put to the list for approval before sending to Wellcome?

I note the deadline for comments is Monday, 24 February at 17:00 GMT.

Subject: Wellcome Trust consultation on new DORA-focussed OA policy

Dear Lis-Bibliometrics colleagues,

Back in November 2018,  the Wellcome Trust introduced a new Open Access policy to begin in January 2021 in which they required institutions to commit to the principle of assessing research on its merit rather than on the journal/publisher.  HEIs could meet this principle by signing DORA, adopting the Leiden Manifesto, or some other means. They are now consulting on some guidance for implementing the DORA principles, which expands on their original policy expectations and puts much greater emphasis on signing DORA as a means by which their policy should be met. Institutions that have not chosen to sign DORA would do well to read the new guidance carefully and consider responding to the consultation.  Further information is available here:

If it would be helpful to submit a co-ordinated response from the Lis-Bibliometrics community, perhaps drawing on data from some of our annual surveys in which it's clear that a large proportion of HEIs have not chosen the DORA route to responsible metrics, we can also consider doing that.
