If you're being asked to compete for work note that someone has to cover the cost of all the proposals.

My personal opinion is that by putting a piece of work 'out to tender' is unlikely to get you best value for money.  You will be able to pick the cheapest price, but that doesn't mean that you're getting best value.

I've seen some very interesting projects that have probably cost a lot more than they needed to because of the tendering process.
