I have been asked to look into whether it is possible to use a system across a local authority to have a single view of the citizen.  It would involve every service using the same case management system and would be managed on a permissions basis to ensure that information was provided on a "need to know" basis for council officers.

Any thoughts / examples would be much appreciated.
