Hi 

To be fair if the issues requiring risk assessments are complex I often recomend getting an occupational hygienist to do the risk assessments ...if no internal resource then hired in as a contractor. 

As an independent oh provider we do get asked to undertake health surveillance but we need to see and understand the risk assessments to be sure they are suitable and sufficient. 

Maybe the occ hygienist would make recommendations about a suitable external provider and the hse give guidance as well.

If I understand correctly this feels a bit the wrong way around I think the way it should work is as below

Eployer identifies the work place hazard, quantifies the risk by risk assessment 

Health surveillance may be deemed necessary as a result of those risk assessments 

Emoyer identifies who needs health surveillance and makes arrangemts for it to be done

Health surveillance activities completed by whoever the provider is

Feebback given to employer
