I’m not sure that the merger between Jisc and eduserv has actually changed anything for UK institutions. The UK federation continues to exist and support a number of SAML based solutions including Shibboleth AND Open Athens IdP. In both
cases it’s a technical solution (an entity) being registered in the UKf.
Jisc remains a core funder of the Shibboleth Consortium, which provides the free to use Shibboleth code base (and actually operates the Consortium on behalf of all participants) as well as providing a consultancy solution for institutions
who need help with Shibboleth.
It’s still a very much mixed ecosystem, with I hope, plenty of choice.
