That's not going to make sense... I mean to emphasize 'latent', that any attempt at poetry already contains its ideal form, to be brought out be shaping it. I'm reminded of Eliot's phrase I saw in a (poetics!) encyclopedia about each word needing to be "at home" (in Little Gidding).
