  Agree with Linda but with the caveat that if he has declined permission for you to send it to the substantive manager you cannot send it.  However you should counsel the individual that if the substantive manager asks for it and permission to disclose is refused, then that may lead that manager to base decisions on the information they have available, and document that and any associated conversations that take place.

I would say you provided his current manager with an oh report. You cannot control what the current manager does with the report. PROPER process usually would mean the manager hands on all relevant info to in-house next manager but not your concern .you are not going to reissue the report it's already issued.

Dear All

Your advice would be appreciated please;

An employee has been referred to OH whilst in a seconded role. The OH report was provided to the referring manager ( seconded manager). This is because the employee disclosed the use of unprescribed cannabis for medical purposes.
Within a few days though the employee was due to return to his substantive role as the secondment period had ended. He is saying that the OH report which was asked for by his secondment manager must not be provided to his substantive manager. As it will now be the substantive manager who has the responsibility to enact the OH recommendations it seems reasonable that the report is provided despite his protest due to safety reasons?
