Hi,

there was some misunderstanding on where singularity should be run. 
ATLAS is requesting singularity, but is requesting it as part of the 
image, not as part of VAC.

I can't remember if the image used by ATLAS is the naked CernVM or if 
something is added. One could argue that VAC as ATLAS uses it is one of 
the cases that doesn't need singularity because the pilots are only 
production ones but still we are trying to limit sites that run 
different things.
