There is some information about CONARLS and the scheme on the Combined Regions website:

The CONARLS rate has been £6.00 since August 2013.
Responsibility for CONARLS has recently been transferred to the National Acquisitions Group, who I believe will be updating their website with further information:
As far as I’m aware there hasn’t been any decision to increase the rate.

Hi everyone
We are at the stage of the financial year when we start reviewing our pricing and this includes our ILL charges.
I have been doing a bit of research and have been trying to locate the CONARLS website as we generally follow their lead. However this year I have been asked for more information regarding their charging policy and how it is set/increases/decreases
etc.
Can anyone provide me with any information please?
Having not found the website, are they still operational, or have they changed their name?
Any help to shed some light will be very welcome
