Yes. I am a great fan of the ICO website GDPR guide but, in this particular instance, their statement is misleading and I would not expect them to follow it in practice.

e.g. at P19 "joint control will arise when different parties determine with regard to specific processing operations either the purpose or those essential elements of the means which characterize a controller" clearly is a direct contradiction of ICO saying that if one party determines his own purpose it cannot be "joint" control
