Curious to know why only people under 51 years of age can be hired.  Seems ageist and not very 'equal'

The  University  of  Bayreuth  is  a  research-oriented  university  with  internationallycompetitive, interdisciplinary focus areas in research and teaching. The Faculty of  Humanities  &  Social  Sciences  at  the  University  of  Bayreuth  is  currently seeking to appoint a Full Professor of Methods o fEmpirical Social Researchat  pay  grade  W3  (minimum  salary  per  month:  €  6,683.49)  to  commence  as  soon  as  possible.  This  is  apermanent civil service position.The incumbent will represent the full range of empirical social research methods, including both quantitativeand qualitative methods. His or her research should be compatible with Bayreuth's research priorities in thefield  of  sociology.  Basic  teaching  and  research  experience  in  the  methods  of  empirical  social  research  isrequired. A willingness to cooperate with the Cluster of Excellence "Africa Multiple" is also expected.The successful candidate will have an international profile. Teaching duties will include courses in the BAprogramme  Culture  and  Society  (subject:  Sociology),  the  BA  programme  African  Culture  and  Society,  theMA programme Sociology, and other programmes in the Faculty of Humanities & Social Sciences in whichthe  methods  of  empirical  social  research  are  anchored  with  respect  to  the  curriculum.  Involvement  in  thedoctoral  programmes  offered  by  the  Faculty  of  Humanities  &  Social  Sciences  is  also  expected.Prerequisites  for  this  position  (according  to  BayHSchPG  Article  7  and  Article  10  para  3)  are  a  universitydegree,  a  doctoral  degree,  proven  excellence  in  teaching,  and  a  post-doctoral  qualification  to  teach  at  aprofessorial level (Habilitation). Alternatively, evidence of equivalent scholarly achievement, for example asa junior professor or in a non-university environment, will also be considered. The ability to teach in Englishis expected. Only applicants who are 51 years of age or younger can be hired as civil servants (Article 10para 3 BayHSchPG).The University of Bayreuth seeks to increase the proportion of women involved in research and teaching (inaccordance  with  Article  4  para  1  sentence  1  BayHSchG)  and  therefore  particularly  welcomes  femaleapplicants.
