A political historian has been ordered to pay $30,000 in legal costs after losing a second Federal Court battle with the National Archives to access letters between the Queen and former governor-general Sir John Kerr over the Dismissal of the Whitlam government.
The contentious ruling divided the three-judge bench, two to one in favour of not releasing the correspondence.
