I suggest that you take a look at Kea.


https://kea.isc.org/


The packages available in EPEL are for the 1.1 release which is woefully old but the Fedora Rawhide packages are for the current 1.5 release.


The current Fedora Rawhide packages [kea-1.5.0-3.fc30] both rebuild and run cleanly on CentOS 7.x.
