This is on display in a local pub. Does anyone know what it is? (I’ve already pestered the locals!) It has a clamp at the bottom to fix it to a bench or table, scissor/cutters to the right and a turned piece of wood about the size of a small chair leg off to the right.

Do let me know if you are able to shed any light on this for me
