Thank you for your suggestion, however it's actually turned out to be more simple than I'd thought. Just wanted to share with the list the suggeston that Graeme Ferris has sent me, as Graeme's post to the JISC list hasn't been posted for some reason:
Not sure if this might be the problem....the last section of the setup page when adding the link in Blackboard gives options to assign to specific groups:
"Select any groups to which this link should be restricted. Leave the selected groups empty to allow access to all users."
If any groups have been selected from the list (even if all groups were selected from the list) then the link won't be visible in student preview as the preview user won't be enrolled in any of the groups. If no groups are selected on the set-up page then the link itself should be visible to all users, including student preview.
Turns out to be exactly that, something I should have thought to check for!

Hi Rebecca,
I've tested this on our test instance and we are able to see the links without issue when we are in student preview mode. The link is a basic LTI link so any problem you are facing shouldn't be specific to WebPA. I would expect this issue to manifest with all basic LTI links in Learn.
Do you have any other external systems that use basic LTI? It might be worth checking these as well,
