Hi Michael, is this your E&D form?
My understanding is that it is not mandatory for applicants, it is mandatory for the employment process and SIR though so this should dictate your collection purpose for that.
Our E&D form states:
To enable RNN Group to pursue this policy effectively, it is necessary to monitor applicants and appointees to RNN Group posts. So that we obtain an accurate picture it is important that all applicants complete this questionnaire.
Answers will be treated in the strictest of confidence and will be separated from your application on receipt. No information will be used in the appointment procedure. It will form a confidential database, which will be used in statistical analysis only.
We had a similar issue with enrolment forms, we leant on the ILR which does not have an option in gender for example other than male or female, dictated by birth certificate, that was the guidance we got.

FE College Scenario: A confidential monitoring form is a part of an online job application form. There are 'required' fields for Gender, Sexual Orientation and Ethnic Group.
