The Governance Challenge to Operational Researchers

Stream: Governance Analytics 



Governance Analytics shows that there are four levels of governance: 

1. Administrational Governance: rulers outsource to get the capacity needed. 

2. Operational Governance: carers bring in the capabilities they prefer. 

3. Developmental Governance: responders make a contribution of value. 

4. Managerial Governance: servers give what the community could use. 



Each kind of governance has its own corrective processes: 

1. Administrational – Reforming, by getting changes of ruler, party, or policies. 

2. Operational – Conforming, by bringing in the changing cares of people. 

3. Developmental – Transforming, by making systems more responsive. 

4. Managerial – Confirming by giving service to the people. 



It appears that Reforming Administrational Governance has proven inadequate. 
It is time to move to Operational Governance. 



Each kind of governance has its way of working: 

1. Administrational – Analysis of needs, 

2. Operational – Design of preferences, 

3. Developmental – Implementation incorporating values, 

4. Managerial – Use with supports. 



Staying in Administrational Governance has led to the paralysis of analysis. 
This is another reason to move to Operational Governance. 



But, to move to Operational Governance, it must be capable of: 

Analysing using common Methodologies, Frames, Metrics, and Language, and: 

Design that includes people’s preferences in the following contexts: 

1. 5-layer: Global, Europe, State, Regional, Local; 

2. Multi-criteria: Political, Economic, Social, etc.; 

3. Climate Uncertainty: Drought, Flooding, Rise/Fall of sea-levels; 

4. Societal Uncertainty: Terrorism, Economic crashes, Ethnic discord; 

5. Horizons: Immediate, 5-year, Long-term. 



The Operational Research community is uniquely capable of leading the way into Operational Governance. 

This will require care bringing our capabilities into governance. 

First we must design good systems, then promote their use in governance. 

The 5-layer challenge exists only in Europe. It makes Europe a good place to start. 

The move to Operational Governance needs a large-scale co-operational effort. 

We could start this at the EURO2019 conference in June in Dublin. 

If across Europe the OR community were seen to care, and to be capable, others might follow: public servants – at some of the five levels, also corporate, media, the public.
