Dear all,

as many of you know, there is an ongoing debate concerning the future of
Responsible Research and Innovation (RRI) - and more in general a
participatory and democratic approach to research and innovation - in the
upcoming European Framework Programme for Research and Innovation, called
Horizon Europe, which will run form 2021 to 2017.

If you would like to know more about the current debate, JCOM (Journal of
Science Communication) has recently published a collection of commentaries
focusing on the topic. Contributions include:

If you would like to read the original text of the Commission Proposal for
a Regulation of the European Parliament and of the Council establishing
Horizon Europe (the official text), it is available on the Commission

Another important official document is the Commission Proposal for a
Decision of the European Parliament and of the Council on establishing the
specific programme implementing Horizon Europe, which goes more into
details on how what expressed in the Regulation will be implemented (also
in this case, the official text is available on the Commission website at

Both texts are currently under negotiation at the European Parliament. MEPs
are expected to send (to the selected rapporteurs) proposals for concrete
amendments of the Commission text by September 6th. Following this, there
will be several meetings at the European Parliament, where amendments will
be discussed. In a few months from now, once negotiations are over, the
final text (accepted by both the Parliament and the Commission) of Horizon
Europe will be published.
