Ditto. NeuroStars is not only open to everyone and all projects, but it's also maintained by INCF.

Back in 2012, before starting neurostars we tried area51 route with a neuroinformatics proposal (seeĀ https://www.nitrc.org/forum/message.php?msg_id=5627), but we never reached the cryteria required by area51 to become live.
