As an EO since 2005, I was always 'advised' to make the applications together with the SENCO, just so that both sides are aware of exactly what is happening. Also, I was always 'advised' that if there is only one person making the applications, it should never be the Exams Officer alone, as you don't know the students and you should not interpret the test results/file details to answer the questions online. If only one person makes the applications it should definitely be the SENCO and not the EO. Obviously, this is not the case in all centres, they will find ways to make it work for them. However, it is worth noting that the orange book hardly mentioned the EO, it is all about the SENCO's role and it clearly states that it is their responsibility.
