They often do but the situation posed is not really that dissimilar.

It was posed in relation to a DSAR but the Article 14 point would apply just as much (if valid) to telling the student and identifying whoever raised the safeguarding concern as the source even if no DSAR was made - assuming the report was fully and accurately recorded - although it may be easier to record it as anonymous in this case.
