All the suggestions amount to CLO's doing piecemeal with many potential points of failure the work that a planning compliance officer might want to do more widely and fully for the planning department to rake in s109, or CIL or discharge application money. Given the financial benefits of planners knowing when commencement had started there should be a business case for planning compliance monitoring being done once again at least when big money should be changing hands. Late payments never mind omitted ones can make a big difference to Council finances especially near year end.
