Sorry for raising an old subject (and it’s not Friday).
The Office of National Statistics is seeking a large dataset of Council Tax data from all UK local authorities on a monthly basis through a data sharing agreement. Their DSA cites a permissive legal gateway, gives a fairly vague research
purpose, and indicates that the data will be retained for as long as is necessary. (And these are merely the highlights!)
My understanding remains that the CT legislation forbids the use of CT personal data for anything other than CT purposes.
As things stand, I feel the proposed sharing fails on lawful, purpose, data limitation, retention, possibly security, and the DPIA provided is inadequate.
I would be interested to know, in particular, thoughts from English LAs, but would be happy to hear anyone’s thoughts.
One of my section said that this feels like a large scale surveillance exercise…
