If I recall, by the time the RDFa Core Initial Context [1] was defined in circa 2012 (or earlier), the prefix 'dc:' was already widely used with the /terms/ namespace. So 'dc:' is now pretty widely established as a prefix for /terms/. This convention is actually convenient if we do indeed want to remove reasons why anyone would need to use /elements/1.1/.
