I agree with Phil. You are over thinking it.

The medical record has been legitimately requested and provided. What happens to it next is not really your concern, it's the concern of the client whose information it is, and the law firm who have a duty to ensure that the information is kept confidential whomever they use to provide services.

As Helena says - s185 simply doesn't bite as there is no contractual provision.

It would be surprising if this was a problem as it effectively reproduces s57 DPA 1998 which has never been a problem here.
