I wonder if you’re jumping to para 2(3) of Part 1 to Sch 2 of DPA18? Look first at para 2(1) which applies in general. The “Controller 2 point is specific to a controller falling under para 2(2)(b).

Is it okay to pass photographic or video evidence on to another agency of illegal activity or does that other agency even though the data subjects (offenders) were secretly filmed? I can see the controller 2 exemptions in schedule or the DPA 18 but can’t find anything to protect controller 1 who obtained the footage.
