Subject: Re: Statement on US withdrawal from UN Human Rights CouncilDear Sébastien,Sébastien, thanks for sharing the statement of the Center for International Environmental Law and for pointing out that with the absence of the US delegation at the Human Rights Council, could signal an opportunity to move things forward on human rights and the environment, and on certain other areas as well which face active US obstructionism in the Council itself and in other fora. Of course, neither the US nor any Human Rights Council member has any kind of veto since resolutions are adopted at the Council by majority vote, as you well know, so in one sense the US only ever had one vote there. However, your point goes much deeper than the superficial Council voting point I just made in the sense that the US has indeed lobbied very intensively with other Council members as well as behind the scenes to push its own agenda and frustrate progress on human rights and the environment. While the US withdrawal does not of course prevent its Delegation from continue to lobbying behind the scenes, it definitely hampers its role in the Council itself which, you pointed out very well, does present an opportunity. So I very much agree with you that some kind of GNHRE statement along those lines could be useful, and not only that, I like your approach at searching for an opportunity for constructive, positive action in the face of superpower adversity.Best wishes from The Hague,Lyal

The Center for International Environmental Law (CIEL) issued the following statement:The United States’ withdrawal from the UN Human Rights Council undermines the protection of human rights worldwide and sets a dangerous precedent for countries that commit or permit serious human rights abuses. It sends a reckless signal to the world that the United States is further retreating from the international community, turning its back on people living under oppressive regimes, and fleeing international scrutiny for its own mounting acts of repression and abuse.This unwelcome and ill-advised withdrawal from the HRC neither relieves the United States of the international human rights obligations by which it and every nation are bound nor insulates it from accountability for its own failures to respect, protect, promote, and fulfill human rights.As the 70th Anniversary of the UN Declaration on Human Rights draws near, other States must seize this opportunity to reaffirm their strong commitment to universal human rights, to the international rule of law, and to the institutions that safeguard both.
