We at UEA used Backstage Library Works in the US, though for a much larger and more complicated project; I don’t know if the economics
would work out for a small library. We were very pleased with their service, however.
Have you considered attempting this yourself using the free software MARCEdit? I’ve not done it myself but I’ve heard of it being done,
and if you google ‘how to convert excel into marcedit’ you will get some web pages telling you more about how it is done (unfortunately, also a lot of YouTube entries).

We are looking into various possibilities for retroconverting the catalogue of a small (ca. 5,000 items) specialist library from a basic handlist in spreadsheet format to MARC21 records for eventual
inclusion in COPAC.
Can anyone recommend external suppliers of such a service?
