Surely the point about VAT is it is up to HMRC to decide whether you charge VAT on any goods or services. I would assume that whatever applies to the EA applies to local authorities. For most eirs we are the ultimate source of confirmation on part iia status, register information etc so we are not competing and or its its under statute ie on a register and or EIR information.
