Not sure if this is the right forum for the question but we can provide some guidance as a design house specialising in product development.

It is not easy to estimate effort and cost without knowing what you want to develop.  Have to start with an understanding of the overall project and put together a specification that runs through all expectations.
As a guide, you should run the project through the following steps:
It would be optimistic to estimate delivery of a project in less than 6 months (fully tested).  Also release on the Apple store can take time as they have to approve it.
