Since the first EU relocation scheme was adopted in September 2015, questions about mandatory refugee quotas and how to fairly distribute asylum-seekers across the Member States have stirred debate among EU actors. Political tensions around the issue reached new heights ahead of the 14-15 December European Council Summit when European Council President Donald Tusk called attempts at imposing refugee quotas “ineffective”. His remarks were met with critical responses from the European Commission, the European Parliament and several Member States. At this Policy Debate MEP Cecilia Wikström and Czech State Secretary for European Affairs Aleš Chmelaø will set out their views on how to move these issues forward. The discussion will address questions about relocation in the context of the ongoing reform of the Dublin Regulation, as well as in the light of the prior relocation schemes and the infringement proceedings linked to these prior schemes. They will also address broader questions on intra-European solidarity in managing migration and future prospects in that regard.
