We don't recommend use of survey monkey if collecting personal data and use another product.
However, they now have PrivacyShield certificate for data stored in the USA and are saying they are looking at servers in the EU for 2018 so this may change. You can also ask for model contract clauses with some plans which is further safeguarding (but you may pay a premium for this!).
