I think that it will depend upon your processing condition. I think that it would probably be condition 6 in the case that you have outlined for the football but it could be another condition for just catching someone in the street. I don't think that consent would come into it especially after the GDPR - how can you demonstrate consent in those situations.

I suspect that it will come to why are you taking the pictures and the benefit from doing so balanced against the prejudice of the legitimate rights and freedoms of the individual or individuals concerned. Signage relates to fairness - not lawfulness.

However, I would not hold myself out as an expert.
