I think the interesting thing is that the SLC guidance on this has been watered down over the years.
Having been around for far too long, when they first introduced online payments, as opposed to handing out cheques, it was explicit that you had to see the
student. Indeed they were very reluctant to accept that returning students did not have to do a face to face enrolment. The guidance now talks about normally but there is no stated requirement and there is nothing that I can see that HEFCE say about the matter
either.
So it could be argued that online enrolment is fine provided that you do not confirm attendance until there is a physical sign of being onsite, e.g. swipe card
records if you have that sort of system.

Dear all
One of those issues that keeps coming back is whether or not there is a regulatory need to physically see new students before confirming attendance.
I would be interested if anyone has gone down the road of a wholly online process for Home/EU students and whether they have had any issues as a consequence, especially if they have had a HEFCE
audit.
