The EU and marginality: Decolonising EU policy on refugees and peripheries

This session aims to approach simultaneously the relation of the EU with both its spatial and social inner marginality from a decolonial perspective. More precisely, it targets two symbolical figures of marginality –refugees coming to Europe and peripheries of Europe– and the EU policy directed at them (such as the Common European Asylum System, the enlargement and neighbourhood policy, etc). The goal of the session is not to evaluate the EU policy per se, but to discuss how cultural producers –researchers, journalists, political leaders (Wacquant, 2007)– analyse these questions. How is the policy conceived, set in words, put in practice, discussed, researched, and so on? To what extent does EU policy, and the ways that policy is framed and analysed, participate in the reproduction of the stereotypes of the marginalised people? In particular, which figures of modernity (Tlostanova and Mignolo, 2012) are invoked in order to justify the validity and the legitimacy of EU intervention? How do marginalised populations (refugees) and territories (peripheries) accept/endure/contest these policies? Finally, are there any alternative voices emerging from the borderlands or marginalised people?

This session welcomes theoretical, epistemological and/or empirically based studies, coming from a wide of range of social sciences disciplines, on topics ranging from, but not limited to:

-Critical assessment of (research on) the Common European Asylum System (CEAS) and/or on its implementation in Member States

-Comparative or transversal research on refugee policies in Europe and the Global South, and especially on refugee reception

-Critical discussion of (research on) the European Neighborhood and Enlargement Policy and/or on its implementation in concerned States

-Critical discussion of (research on) the EU Cohesion Policy towards “less developed”/peripheral regions and/or on its implementation
