Dear Jo The OU uses Moodle, I believe in large part to support the open source community. Over a number of years we have put a huge amount of effort into developing this and the result is a completely scalable system available for all. That is not to say it will necessarily be the right solution for you but I would suggest definitely worth a serious look.
