Good points from Phil and Ed about the point of Open Data and its role alongside more user-friendly ways of providing access. And interesting to hear of the Warwickshire experience.
Such exports are better than nothing, but what we should all really be aiming for is active web services from the HERs and from national datasets. These can take many forms, but the easiest to set up are OGC WMS and WFS, which between them provide huge opportunities for innovative use of the data.
We've helped several HERs do this from HBSMR (and lots of other systems like the Welsh Place-Names) and it's reasonable simple. For some reason not all organisations are keen, but I suspect this is largely an awareness/understanding thing, rather than any fundamental objection.
If you want WMS/WFS, giz a shout!

Just to second Phil's comment on publishing Open Data. This would not be an alternative to the traditional means of accessing HER data but an additional activity, which can only serve to highlight the existence, interest and relevance of HER-type records. 

Good to hear that Lincolnshire are taking this approach. Central government are also keen on open data, though it doesn't have the profile I believe it should. See for example
