The tutor can verify it is the learner that has attended the full course, but the learner has never produced any id to anyone (centre or tutor) to prove they are who they say there are.

If they learner cannot be identified then they cannot attempt any exams. Can the teacher verify that the learner is who they say they are?

What do you do if a learner doesn’t or can’t produce id? Do you refuse to enter them for exams?
