In a very summary form as I understand it:

The GDPR will apply in UK law directly once it enters into force. 

The Data Protection Bill which is subject to amendment makes provision for the derogations and matters that fall outside Eu competence.

The EU withdrawal of your rights bill, as currently drafted, seeks to apply EU law the day after Brexit in the same way it operates the day before so supposedly the GDPR recitals will have the same status. But there are some very grey areas as the bill also repeals the Charter which is referenced throughout.
