You are right in principle, of course.  It's just my slightly cynical take on the likely length of most organisations' full privacy statement, and the small likelihood that people would learn anything useful from the inclusion of a section in it relating to the visitors' book.

It does make me concerned that the full privacy statement shouldn't just be a tick-box exercise, covering off every possible little element, if that obscures more important material.

Unless you use the information in the visitors' book in some unpredictable way I would be inclined to argue "reasonable expectations" and leave it at that.  Somewhere buried in your long (and getting longer) full privacy statement you could put in a paragraph about the visitors' book if you really want to.
