We were also experiencing this problem yesterday and reported it to RCNI. They said it was a known problem and they were investigating. We have removed our Shibboleth WAYFless urls in the meantime and relying on proxied links. On campus access via IP is working but access via Primo/Shibboleth is producing an "opensaml::saml2md::MetadataException" error. We also have an open support case with the RCNi.
