No member state can apply GDPR until it becomes applicable on 25 May next year. What they can do is enact domestic legislation which takes advantage of or gives effect to some of the derogations. They could also, as UK looks likely to, effectively mirror GDPR in the same domestic legislation.
However, the extra-territorial provisions of GDPR will not apply across the EU until next May.
