I must say, I wonder who did write it, and when (as a parody of Kipling, it really is nothing like his style at all): and. come to that, why was it written?.  And I'm not sure who sponsors the american literature web-site on which it appears (there's a link back to it with the text of the tale), but their 'potted biography' of him has at least two errors of fact.
