As you say below, no obvious list as such exists, Natalie from Reading Universty has thrown the most light on to this: 



These days if the BL can’t supply a copyright fee paid copy from their own collection we tend to ask them to source a copyright fee paid copy from another location for us, it’s usually always successful. I think they charge a search fee (c£10) per item but we find it a pretty useful service.
 
To do this ask for the Get it for Me service, or use BACKUP keyword if you are using ArtEmail.
 
I wasnt aware BL would source and obtain copyfee paid copies - so I'm glad I asked.

I doubt that there is any easy answer to this or register of suppliers.  All depends on what Doc-Del Licence is held.  Probably no academic library unless you channel your request through the BL who led me to believe that this can be arranged, but other libraries, such as society libraries like us, (.org.uk rather than .ac.uk URLs) have licences that permit the supply of copyright fee paid papers, but  within the UK only in our case.  Depends on the CLA licence as I say.  Worth bearing in mind that there are a number of learned / professional bodies who may be able to help with ILLs - check out the website of the libraries who meet informally as the London Learned and Professional Societies  Librarians Group http://llpslg.weebly.com/members.html  to get an idea of the subjects covered.
