It’s sloppy wording. As far as I’m aware there never was such a thing as a SAM; the 1979 Act only refers to Ancient Monuments and Scheduled Monuments (or perhaps just to the Schedule).

Subject: When did SAMs become SM's?
A bit of an early, Friday afternoon type question,
Can anyone give a vague date when Scheduled Ancient Monuments stopped being called that and became known as just Scheduled Monuments?
Just curious as I still see people calling them SAMs in reports now and again
