You'll want to search for a paper on the J3 site (j3-fortran.org) that cites the new text and, possibly, an explanation. Such changes are J3 work, not WG5.

Will any one or more of the documents at https://www.wg5-fortran.org
be able to provide the actual reasons behind the change to the
standard text as indicated above in going from Fortran 95 revision to
Fortran 2003?  I attempted some crude searches of my own at the WG5
site but wasn't successful in finding anything about the change that
brought in the extra word "actual" .
