They look like DICOM files to me.  Try pressing the DICOM Import button of SPM12 to see what happens if you try to convert them to NIfTI.

DICOM is quite a complicated file format, so not all software will work for different varieties of DICOM.  The actual DICOM standard requires several thousand pages to describe, and scanner manufacturers often extend the standard for their own purposes, which can make it even more complicated.  Writing code that handles every possible flavour of DICOM is difficult, and software is generally only tested using the files that are available to the developers.
